Background

Heartland Alliance LTD/GTE (HALG) is currently implementing a harm reduction project with financial support from the Global Fund through INAH. The project aims to reduce HIV infection among people who inject drugs by providing them with a minimum package of harm reduction services with respect to needle and syringe programming (NSP) and drug overdose management. opioids with naloxone. Job Title: Finance Officer

Reports to: Senior Finance Manager

Location(s): Abuja

Job type: Full time

Contract duration: 1 year

Summary of work

The Finance Officer will work closely with the Senior Finance Manager and support the finance team in managing project financial concerns. He/she will help ensure that activity expenses are authorized, allocable and reasonable and that financial reports are accurate and submitted in a timely manner.

Core Duties and Responsibilities

  • Coordinate fund request and disbursement, verification and reconciliation of financial statements of project accounts in coordination with the Senior Finance Manager.
  • Solely responsible for safekeeping and preparing checks for payment upon proper approval, in accordance with organizational policies.
  • Enter financial data into QuickBooks on a daily basis, prepare monthly reconciliations and submit relevant monthly reports within organizational deadlines.
  • Manage the petty cash of the project.
  • Complete and submit remittance of taxes and pension contributions on grants to relevant authorities.
  • Keep proper financial records and file them as appropriate.
  • Generate an activity budget and maintain grant cash.
  • Support the preparation of monthly financial reports and assist in the preparation of other reports as required by donors.
  • Evaluate staff advances, program advances and retirements.
  • Any other duties that may be assigned.

Education and/or experience:

  • Bachelor’s degree/HND in accounting, finance or closely related field.
  • Minimum of 3 years of accounting experience related to NGOs and programs at the community level, with increasing responsibilities.
  • Excellent interpersonal and communication skills.
  • Independent judgment and discretion in carrying out assignments, seeking approval as appropriate.
  • Good attention to detail with the ability to follow, apply, interpret and explain instructions and/or guidelines.

Favorite Skills:

  • Familiarity with USAID funded programs and non-governmental organizations in Nigeria.
  • Demonstrated ability to work independently with minimal supervision, be able to accept and fulfill significant responsibilities, prioritize work assignments, meet deadlines and exercise professional judgment.

Language skills:

  • Excellent oral and written communication skills in English.
  • Knowledge of local language preferred.
  • Demonstrated proficiency in public speaking.

Computer skills:

  • Proficiency in the use of QuickBooks accounting software, Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems, Power Point.
  • Excellent command of Excel, SPSS or other statistical analysis software. Other software commonly used by Heartland Alliance.

Working environment:

  • The noise level in the working environment is generally moderate.
  • The employee will have to live with local partners, generally in the same office.
  • The employee is required to travel regularly in environments that are often insecure and with limited resources.
