MUNICIPAL COUNCILS

CARLS BAD

Carlsbad City Council met in a special closed session on Tuesday to discuss the appointment of a new city attorney.

ESCONDIDO

Escondido City Council met in a special session Monday and approved a resolution to extend the Westfield North County Mall ground lease from June 2053 to June 2077. The council also authorized a 20-year lease with seven five-year options for Costco Wholesale Corp. at the mall.

SAINT MARK

The San Marcos City Council met behind closed doors on Tuesday to discuss staffing. In open session, the council approved its list of 2023 Regional Transportation Improvement Projects for 2023-2027. The board voted to continue appealing a decision to renew conditional use permits for Loma San Marcos, a film production facility, until the July 26 meeting. The city’s Youth Commission also reported on its activities and plans, including re-establishing partnerships with the library and the San Marcos Prevention Coalition. Council approved several appointments to city committees: Chris Freeman, Glen Winn, Marie Marcinko and Salvador Roman, Budget Review Committee; Rebecca Rosaler, Climate Action Plan Task Force; Diana Cavanaugh and Marcelo Kim (alternate), Planning Commission; Claudia Loeber, San Marcos Community Foundation; Nethra Gopalakrishnan, Rena Damian, Nicholas Damian (alternate) and Reid Emoto (alternate), Youth Commission.

SEEN

Vista City Council met behind closed doors on Tuesday to discuss staffing and litigation. In open session, the board held a hearing and approved membership in the Clean Energy Alliance. The board also held a hearing and approved, 3-2, processing fees and other requirements for the commercial cultivation of cannabis. The council approved a smoking ban in unenclosed dining rooms. Staff presented information on a request for proposals for a safe parking program for the homeless. The council also discussed potential locations for dog parks. Staff will come back with more information about the sites.

SCHOOL DISTRICTS

CARLS BAD

The Carlsbad Unified School District met Monday for a self-assessment and governance team workshop.

FALLBROOK

The Fallbrook Union School District Board of Trustees met behind closed doors on Monday to discuss staffing and litigation. In open session, the board approved proposals to enter into contract negotiations with the Fallbrook High School Teachers Association. The board approved the district’s 2022-23 Local Control and Accountability Plan and its 2022-23 budget.

OCEANS SIDE

The Oceanside Unified School District board met behind closed doors Tuesday to discuss ownership negotiations and litigation. In open session, the board gave final approval to the district’s 2022-23 Local Oversight and Accountability Plan and its 2022-23 budget. The board also approved an ethnic studies program as part of the graduation requirement for the class of 2026.

SAINT MARK

The San Marcos Unified School District board met Tuesday and gave final approval to the district’s 2022-23 budget and local control accountability plan. Council heard a presentation on the deployment of transitional kindergarten. The program will be available in all schools for students turning 5 between September 2, 2022 and February 2, 2023, with morning and afternoon sessions.

SAN PASQUAL

The San Pasqual Union School District Board met Tuesday for a presentation of the district’s 2022-23 Local Control and Accountability Plan and its 2022-23 budget. The board was to meet the following day for final approval of both items.
